Open Question: Old School Video Game with Dinosaur climbing up buildings?

Does anyone remember that OLD video game (not sure if it was a video game, or computer game) where you were like... "Godzilla-like" (some sort of dinosaur) and you were going against another thing... maybe it was a wolf?? You'd climb up buildings and punch through windows (front view) and get bonus items and eat people along the way; the cops would occasionally come??? I cannot think of what this game was called, or WHAT video console it was on... anyone remember, or know what I'm talking about at all??? It's going to bug me if I can't remember the name!
