Open Question: Trouble hosting a server on my computer for any video game including but now limited to C-strike DOD HL2.?

Ok, this is a problem I have been having for a long time. I can set up a server on my computer and play in it myself, but the server doesn't show up on a server list for anyone else to join. Even if the ip of my server is typed in they can't join, or like on steam. Someone will right click my avatar in the friends list and click join game it says server is not responding. I know that for C-strike, Half Life 2, Day of Defeat ETC. you have to type sv_lan 0 into the console and I do this but still says server is not responding. I know it isn't port forwarding because I've tried it. I have a second computer running off the same router that does work. But I don't want to host games on this second pc because it's not nearly as powerfull. But when i host the server on my second computer, I can get into and play on that server with my more powerfull pc that I am having problems with. I know it isn't the firewall because I can turn it completely off and it still doesn't work. What can I do to fix this problem, it has to be something internal with my pc, internet settings something little and stupid. My father-in-law is having the same problems.
